Election Reform

The Pew Center on the States (PCS) initiates and oversees programs that promote solutions to improve our election system.  Election reform is an important component of our broader efforts to identify and advance effective policy approaches to critical issues facing states.

Despite myriad changes in recent years to election laws and technology designed to resolve problems exposed in the 2000 presidential election and subsequent recount, long lines at the polls, voter registration discrepancies, absentee ballot concerns, ballot shortages and other controversies in closely-contested races have sparked new debate about whether current policies and procedures are adequate to ensure confidence in the election system.

The Pew Center on the States’ Election Initiatives examine the most pressing election problems and seek to foster a system that achieves the highest standards of accuracy, convenience, security and efficiency. We undertake pilot projects to field test potential solutions under the stress of real-world conditions, which inform our efforts to identify effective policies, practices and technologies that address the challenges facing American elections. We also sponsor events and working groups that bring election officials, policy makers, journalists, academics and other interested parties together to share ideas and insights.

Pew’s Election Initiatives also produce electionline.org, the nation’s only nonpartisan, non-advocacy Web site that provides timely, centralized and comprehensive news, research and analysis about election reform.  Electionline.org publishes a weekly email newsletter to inform public opinion leaders and experts, journalists and the general public about the latest trends in election practices and reform.

Washington State 'Making Voting Work' for 18 Year-Olds
October 28, 2009 - New research in Washington state shows that potential voters who received a mailing from the Washington Office of the Secretary of State as their 18th birthday approached that included information on voter registration were as much as 10 percent more likely to register than those who did not.

Voter Registration Modernization
August 31, 2009 - The voter registration system relies on a paper-based, voter-initiated process that fails to keep pace with increasingly mobile populations. This brief highlights the underperformance of the current system and proposes recommendations for a more accurate, cost-effective and efficient system that could result in more legitimate votes being counted and ensure the integrity of our elections.

Election-Day Registration: A Case Study
February 01, 2007 - A study by electionline.org, Election-Day Registration: A Case Study, the 16th in a series of policy briefings, examines Montana's experiences with EDR in 2006, as well as that in Minnesota, where it has been in place for more than 30 years. Recounts: From Punch Cards to Paper Trails
October 04, 2005 - electionline.org's 12th Election Reform Briefing reveals that 25 states will require the use of paper trails in time for the 2008 presidential election, and of these 15 states currently plan to use them as the official record in a recount of votes. How or if they would be used in recounts- and how difficult that process might be- are questions many states still need to answer.

Report: The 2004 Election
December 01, 2004 - While the result of the 2004 presidential election exceeded the margin of litigation, it fell far short of the margin of concern. Problems around the country, including malfunctioning machines, inconsistent procedures for counting provisional ballots and long lines in some states indicated election reform is not finished, but rather at a midpoint. This post-election analysis looks at what went wrong, what went right and what changes could be likely in the future to address the old and new concerns raised on November 2.
