DATABASE STATUS

Alabama

Signed contract with Diebold, May 2005. Contract cancelled in September. Rebids submitted from Diebold, ES&S and SysCon. U.S. DOJ gets injunction against state for not completing database, June 7, 2006. State files database plan with court June 29, 2006. Federal judge accepts, alters plan, July 21, 2006. Alabama governor appointed special master of database, 8/3/06. Contract signed with ES&S, March 2007. Original court-ordered deadline of August 31, 2007 extended two months. Database in compliance, October 2007. See governor’s HAVA page for more details.

Alaska

Statewide database currently in use. It is called the Voter Registration and Election Management System (VREMS) and has been in place since 1985. A new system is being developed.

Arizona

Statewide database currently in use. Created in-house. Implemented in 2004. Contract signed January 2006 with IBM and ES&S to develop a new database.

Arkansas

Statewide database, the Network of Voters in Arkansas (NOVA) currently in use. Signed contract with ES&S, January 2005.

California

State's existing "CalVoter" registration system updated for interim use. This is part of an interim agreement entered into with the US Department of Justice. New VoteCal system expected to complete by late 2009.

Colorado

Contract with Accenture cancelled in December 2005. RFP issued April 2006, State awards new contract to Saber Consulting, August 1, 2006. The system, called the State of Colorado Registration and Election system or SCORE is in place but had some problems during a May 2008 mock election.

Connecticut

Statewide database, the Centralized Voter Registration System supported by Electionet, currently in use. Was built by PCC Technology Group.

Delaware

Statewide database currently in use. In place since 1990. For more information, see the state’s 2004 HAVA progress report.

District of Columbia

Statewide database currently in use. The District of Columbia is a single jurisdiction. For more information, see page 3 of DC's HAVA plan, August 2003.

Florida

Statewide database currently in use. The Department of State contracted with IBM to provide prime contractor and systems integration services for the development of the statewide system. For more information, see the FVRS Web site and an audit of the FVRS.

Georgia

Statewide database currently in use.

Hawaii

Statewide database currently in use. For more information, see p. 10 of Hawaii's HAVA plan, October 10, 2004.

Idaho

Statewide database currently in use. Contract signed with Covansys Corporation and PCC Technology Group, January 2004.

Illinois

Final HAVA-compliant database not complete. Roll out supposed to begin in July, 2008. Contract signed with Catalyst Consulting. For more information, see p. 4 of the Illinois HAVA Plan, April 1, 2006. Also see the Catalyst Web site.

Indiana

Statewide database currently in use. Contract signed with Quest Information Services, September 2004. For more information, see the Statewide Voter Registration System Web site.

Iowa

Statewide database currently in use. Contract signed with Saber Consulting, January 2005. For more information, see Iowa's voter registration Web site.

Kansas

Statewide database, called ELVIS, currently in use. Contract with Accenture terminated by agreement, March 2005. Contract signed with ES&S, March 2005. For more information, see p. 5 of Canvassing Kansas newsletter, March 2006.

Kentucky

Statewide database currently in use. Has been in place since 1973. For more information, see p. 8 of Kentucky's HAVA plan, 2003.

Louisiana

Statewide database currently in use. Has been in place since 1987. For more information, see pp. 19-20 of Louisiana's HAVA plan, August 1, 2003.

Maine

Contract signed with Covansys Corporation, PCC Technology Group and Aradyme Corp., February 2005. Contract with Covansys ended February, 2006. For more information, see the HAVA Bulletin, June 2006. State enters into agreement with U.S. DOJ to set plan to implement database, July 28, 2006.

Maryland

Statewide database currently in use. Contract signed with Saber Consulting, April 2005.

Massachusetts

Statewide database currently in use. For more information, see pp. 18-19 of Massachusetts's HAVA plan.  

Michigan

Statewide database currently in use. The Qualified Voter File (QVF) was put in place in 1998. For more information, see QVF Web site.

Minnesota

Statewide database currently in use - Statewide Voter Registration System (SVRS). The vendor is Arran Technologies, Inc.

Mississippi

Statewide database currently in use. Contract signed with Saber Consulting in January 2005.

Missouri

Statewide database currently in use. Contract signed with Maximus, March 2004. Agreement made with Boone County over sharing voter data, June 2006 - all counties now part of system.

Montana

Statewide database currently in use. Developed in-house.

Nebraska

Statewide database currently in use. Contract signed with ES&S, May 2004. For more information, see this press release, Nov. 29, 2005.

Nevada

Statewide database currently in use. For more information see the state's NevVoter Web site. Contract signed with Covansys Corporation and PCC Technology Group, November 2004. Contract with Covansys suspended, February 2006. In-house system developed, implemented May 2006. For more information, see this news article.

New Hampshire

Statewide database currently in use. Contract signed with Covansys Corporation and PCC Technology Group, 2005.

New Jersey

Agreement reached with DOJ, October 2006 to complete implementation of database. Project taken over by Saber Corp. from Covansys mid-2006. According to state officials, the database is now up and running in all 21 counties.

New Mexico

Statewide database currently in use. Developed by ES&S. For more information, see p. 7 of New Mexico's HAVA plan.

New York

Pending. According to news reports, the database may not be complete for a year to 18 months. Bid for system offered May 2006. Draft of database regulations. State completes interim database, NYSVOTER 1, announces plans to work with Saber to finish final database.

North Carolina

Statewide database currently in use. State Elections Information Management system (SEIMS), developed in-house. For more information on SEIMS, see the SEIMS HAVA Policies and Procedures Report.  

North Dakota

Exempt - state does not register voters. State is building a statewide database as a record of who has voted.

Ohio

Statewide database currently in use. Developed in-house.

Oklahoma

Statewide database currently in use. Maxim Consulting hired to enhance system.

Oregon

Statewide database currently in use. Signed contract with Saber Consulting in August 2003. For more information, see Oregon Central Voter Registration (OCVR) Web site.

Pennsylvania

Statewide Uniform Registry of Electors (SURE) is in use. Signed contract with Accenture in July 2002. For more information, see SURE Web site.

Rhode Island

Statewide database currently in use. Signed contract with Covansys and PCC Technology Group (PCC) in May, 2004. For more information, see this information on the secretary of state's Web site.

South Carolina

Statewide database currently in use. Has been in use for over 35 years. For more information, see p. 8 of South Carolina's HAVA plan, Sept. 22, 2003.

South Dakota

Statewide database currently in use. The state Bureau of Information and Technologies Department developed the file.

Tennessee

Statewide database currently in use. Developed in-house. For more information, see p. 6 of Tennessee's HAVA plan, July, 2004.

Texas

Statewide database currently in use. Contract signed with IBM / Hart Intercivic, March 2005. Click here for TEAM Web site. System had problems during May 2007 primaries.

Utah

Vermont

Statewide database currently in use. Developed in-house. For more information see press releases, March 2006.

Virginia

Contract signed with Unisys, February 2005 for new statewide database. System completed spring 2007.

Washington

West Virginia

Statewide database currently in use. Developed by PCC Technology Group. For more information, see this press release, Nov. 24, 2003

Wisconsin

Signed contract with Accenture, November 2004. State announced it will not meet the January 1, 2006 deadline for completion.  State ends contract with Accenture in Dec. 2007 and takes over SVRS.

Wyoming

Signed contract with Accenture, February 2004. State refunded money after deadline missed by Accenture, April 2006. System up and running Dec. 2007.
