Without effective planning tools and necessary funding, even the state’s most innovative managers will face challenges in human capital, infrastructure and information technology. A Fiscal Fitness initiative has shown that Rhode Island can improve efficiency and efficacy, but long-term planning and better performance measures—and the use of those measures in allocation decisions—could lead to further progress.
